2023-2027 LEADER Programme

The LEADER Programme has been operating in Ireland and across EU Member States since its commencement in 1991 as an experimental rural development programme.

LEADER has evolved through five successive programming periods to become a key intervention within EU rural development policy. It forms an integral part of the EU funding framework, delivered through national rural development programmes of each Member State. Over the three decades of its existence, the programme has supported the development of a wide range of innovative and sustainable projects that have brought increased jobs and vibrancy to rural communities across the EU. 

LEADER is a community-led approach to local development funded through Ireland's CAP Strategic Plan 2023-2027. 

It is financed by the European Agricultural Fund for Rural Development (EAFRD) and connected to Specific Objective 8 of the CAP Strategic Plan (CSP): Vibrant Rural Areas- promote employment, growth, gender equality, including the participation of women in farming, social inclusion and local development in rural areas, including the circular bio-economy and sustainable forestry.

This aims to promote growth and jobs in rural areas, develop the rural and bio-economies, digitise the rural economy, and promote social inclusion.

The LEADER Programme outlines three themes that have been identified, through consultation and research, as representing the overarching needs of rural Ireland for this programme period:

  1. Economic Development and Job Creation
  2. Rural Infrastructure and Social Inclusion
  3. Sustainable Development and Climate Change Mitigation and Adaptation

These themes are reflective of the key challenges and opportunities facing rural Ireland. Sub-themes within reflect the key areas that require the most support and have the greatest potential to promote the sustainable development of rural communities. 

Ballyhoura Development is a Local Action Group (LAG) for the delivery of the LEADER programme in the North Cork area of the Ballyhoura region.

Ballyhoura Development CLG is responsible for delivering project and animation activities and actions, including managing calls for proposals and processing applications for LEADER funding and grant payments in line with the programme calls.
