An Energy Master Plan helps your community to understand its energy demand and supply, while providing a roadmap for how to achieve local energy goals.

The development of an Energy Master Plan is 100% funded by SEAI. This funding is intended to cover the costs associated with contracting an Energy Consultant and completing the plan for your community. Each community, supported by their mentor, will design and develop a bespoke plan tailored to their specific needs and ambitions. No two Energy Master Plans are the same.

Communities are encouraged to prioritise energy efficiency first, as these actions are generally low risk but offer high returns.

Your Energy Master Plan will:

  • Quantify the current energy status of your community, establishing a baseline across electrical, thermal, and transport energy demand.

  • Identify any existing renewable energy sources within the community.

  • Create a Register of Opportunities, listing potential energy efficiency and renewable energy projects.

  • Select suitable projects to be pursued over the first three years, and set energy reduction targets based on the baseline figures.

  • Allow for periodic updates to track progress against targets.

  • Document a live, evolving record of your community's energy status and achievements. This can later serve as the foundation for additional applications and projects.

Grant Funding Levels:

  • Level 1: For a street, small village, or multi-unit development —
    Community Energy Spend: up to €500,000
    Funding: €10,000

  • Level 2: For a village, small town, or island —
    Community Energy Spend: up to €2 million
    Funding: €15,000

  • Level 3: For a town or urban area —
    Community Energy Spend: up to €20 million
    Funding: €20,000

  • Level 4: For a large town, city, or region —
    Community Energy Spend: over €20 million
    Funding: €25,000
